Remit & Guidelines for Chapter leaders and contributors

  1. Generate a picture of a future Oxford with an expectation that fossil fuel use will be drastically curtailed. Produce a ‘Pathways Plan’ to inform current and near-future decisions.
  2. Focus solely on the chapter issue, but identify where proposals will impact on other issues, and where other issues will impact on this one.
  3. Geography: focus on Oxford City administrative boundary – zoom in or out as appropriate as this may depend on the issue.
  4. Time horizon – authors/groups for chapters to justify their chosen time horizon. 2020 and 2050 both obvious ones.
  5. Draft chapters by summer 2009 for integration process (links between issues); assess & produce in November.
  6. Consider all groups and individuals with interest and experience in this subject, and invite their input/feedback.
  7. Accept criticism of contributions, editing & development of any text.
  8. Welcome controversy and manage it constructively.
  9. TOPlan Coordinating group will refine guidelines as experience shows this is required, and offer support where requested and able.
  10. Maintain a record of contributors and consultees.
  11. We envisage the outcome to be published online.
  12. We want the outcome to be ‘tiered’ – each Chapter to consist of no more than five pages, easily summarised onto a single page, with an unlimited number of links to supporting papers, notes, references and submissions.
  13. Consider the implications of possible alternatives (not necessarily attractive ones) indicated in the 'Scenarios' section.
